A tablet is a panel, a battery, a system-on-chip and a back cover, and of those four the panel is usually the most expensive. What makes this category worth a page is not the bill of materials but how it is sold. Unlike almost everything else in this atlas, an Android tablet arrives as a turnkey solution: the silicon vendor supplies not only the SoC but the reference board, the board support package, a working Android build and the driver stack on top of it, so the house you hire is choosing an industrial design, a panel, a battery and a certification path rather than engineering a computer. Allwinner in Zhuhai describes its own business in exactly those words. This is the model the front page of this guide describes, surviving in its purest form.
It is worth understanding why tablets remained open when phones closed. The hireable layer in smartphones consolidated into three houses, Huaqin, Longcheer and Wingtech, which between them take roughly 75 percent of outsourced smartphone shipments and none of which is in the Pearl River Delta; the delta kept the brands, OPPO and vivo in Dongguan, Honor and Transsion in Shenzhen, but brands do not put your name on anything. Tablets escaped that consolidation because the barriers are lower at every step: no carrier approvals, no modem certification at all if the device is WiFi-only, a slower replacement cycle, and a very large customer base that does not want a consumer product in the first place.
The gate, when there is one, is Google. To ship a tablet with the Play Store and the Google apps you need a Mobile Application Distribution Agreement and GMS certification. Google does not charge for the licence itself, but the third-party lab testing it requires runs on the order of ten to fifteen thousand dollars per model, and that is per model, which is precisely what kills a catalogue of forty near-identical SKUs. So a great deal of the delta's tablet volume has moved to plain AOSP, where Google is simply not involved: education and kids tablets, point-of-sale terminals, warehouse handhelds, medical carts, in-vehicle and kiosk displays. In most of those the customer is installing its own application anyway and the Play Store would be a liability rather than a feature. Decide which side of that line you are on before you shortlist an ODM, because it changes the house, the bill of materials and the schedule.
Then ask the question that catches people out, which is about time rather than cost: which Android version, on which board support package, patched for how long. Turnkey platforms are frequently offered on an older BSP because it is stable and cheap, and a tablet whose security patches stopped two years ago is increasingly not a product you can sell in Europe. The delta covers this category end to end, silicon in Zhuhai, panels and assembly in Shenzhen, which means you can source the whole thing inside a two-hour drive. It also means nobody in that chain is incentivised to raise the software-support question for you.
For export the hardware gates are routine: CE and UKCA, FCC, RoHS, RED for the radio, and UN38.3 for shipping the cell. Two newer EU obligations deserve planning time. Since 28 December 2024 the Common Charger Directive requires USB-C and harmonised USB Power Delivery above 15 watts, with labelling, covered on the cables and connectors page. Larger by far is the Cyber Resilience Act, in force since 10 December 2024: from 11 September 2026 manufacturers must report actively exploited vulnerabilities to ENISA within 24 hours, and from 11 December 2027 the main obligations bite, at which point a product with digital elements cannot carry CE marking without them. For a connected Android device sold into Europe that turns the software-support question above from good practice into a condition of market access.
