There is almost nothing in a handheld fan: a brushless motor, a lithium cell, an impeller, a moulding, a switch. What separates a good one from a bad one is narrower than it looks, and it is not the blade. It is noise and runtime at a given airflow, and both are decided by how the motor is driven. Crude six-step commutation is cheap and whines; sinusoidal field-oriented control is quieter and pulls less current for the same wind, which on a cell this small is the difference between four hours and ten. So the reference design in this category is the motor control chip, and the honest way to compare two fans that look identical is to ask which driver is inside and whether it runs FOC.
The delta owns this outright, and the reason is adjacency rather than cleverness. Guangdong holds the large majority of the world's specialised suppliers here, spread across Shenzhen, Guangzhou and Dongguan, with cells, micro motors, injection moulding and PCBA all inside a short drive of each other, which is what lets a house turn a trend into shipped product in weeks rather than seasons. And this is a trend category in the purest sense: handheld gave way to clip-on, then to the hanging neck fan, then to bladeless neck designs once people noticed what an exposed impeller does to long hair, and now to thermoelectric neck coolers that actually drop skin temperature rather than moving air past it. JISULIFE went from founding in 2016 to more than 60 million units shipped.
Now the part that makes this page worth writing, because it is not really about fans. From 18 February 2027, Article 11 of the EU Battery Regulation requires that a portable battery incorporated in a product placed on the EU market be readily removable and replaceable by the end user, at any time during the product's lifetime. A portable battery here means any sealed cell of 5kg or less that is not an industrial, vehicle, LMT or starter battery, which is to say essentially every rechargeable object in this guide. The end user is defined as an adult with no particular experience or qualification. Instructions for removal and replacement must be permanently available on a public website.
Set that against how a handheld fan is actually built today: an ultrasonically welded or glued shell around a cell soldered to the board. That is not a documentation problem, it is a redesign. Screws instead of welds, a connector instead of solder tabs, a service door somebody can open without destroying the housing, and spare cells that remain purchasable. If you are tooling now for product that will still be selling into Europe in 2027, assume the current architecture is finished and price the change into the mould, not into the certification budget. The same arithmetic lands on earbuds, power banks and wearables, and hardest of all on a sealed titanium smart ring, where user-replaceable is close to a contradiction in terms.
The routine gates are light: CE and UKCA, FCC, RoHS and EMC, plus UN38.3 for the lithium cell, which matters more here than in most categories because seasonal demand means these ship by air into a summer that has already started. Beyond that, two things worth putting in the specification rather than the marketing. First, the motor driver part number and whether it does field-oriented control, because that single line decides noise and runtime. Second, mechanical safety on anything worn at the neck: hair entrapment is the failure mode that produces recalls and video, and it is the reason the premium end of this category went bladeless. The battery removability rule above sits over all of it, and unlike the others it changes the tooling.
