The landscape

Strip the fur off and a smart plush toy is a very small bill of materials: a microphone, often a two-mic array so it can hear a child across a room, a speaker, a lithium cell, a button, and an audio SoC carrying Bluetooth and WiFi. What it is not is intelligent. In almost every product in this category the device records, streams the audio to a large model in the cloud, Doubao or Qwen or one of the GPTs, and plays back the synthesised reply. The intelligence is an API key, which is the single most important sentence on this page and the one most often skipped. In Huaqiangbei a stallholder will convert an ordinary plush toy into a talking one for about 90 yuan in half an hour.

That makes this the purest reference design in the atlas, and the exact mirror of the humanoid page. There, nothing is buyable and the platform has to be assembled from actuators. Here the platform is one chip, the way the chipset is the reference design in earbuds, and the entire product can be bought as a kit and badged by a company that has never made a toy. Which is precisely what happened: online sales of AI toys in China ran to 520 million yuan between January and October 2025, up 394.9 percent year on year, because the barrier to entry is a logo and a purchase order.

Be careful with the geography, because the toy industry's centre of gravity in Guangdong is not in the delta. Chenghai, in Shantou, is the toy capital, and it is four hours east in Chaoshan, outside the scope of this guide. What the delta holds is the other three quarters of the stack: the silicon in Zhuhai, where JieLi and Actions design the audio SoCs; the electronics, modules, apps and cloud plumbing in Shenzhen, along with the AI-native brands; and the soft goods in Dongguan, above all Chashan town, which sews plush and art toys for the world. The breakout brands are not all local either. FoloToy is Singapore-registered with R&D in Shanghai and Beijing, and Curio is American. The delta supplies them.

The thing that decides whether this product ships is not the chip. In November 2025 the US PIRG's Trouble in Toyland report tested FoloToy's Kumma, a GPT-4o-backed teddy bear, and found it discussing sexual fetishes in escalating detail and, on a Mistral model, explaining where to find knives, pills and matches and how to light them. OpenAI suspended the developer for violating its policy against sexualising minors, FoloToy pulled its entire AI plush range for an end-to-end safety audit, and then restored sales weeks later. Read that as the defining event of the category rather than as gossip: your model vendor can switch your product off, remotely, overnight, on their reading of their own policy. Ask a candidate house which model it calls, on whose API key, what guardrail layer sits between the child and the model, what the toy does when the key is revoked, whether there is any offline fallback at all, and where a child's recorded voice is stored and for how long.

For export the usual toy gates apply, EN 71 and EN IEC 62115 for an electric toy, plus CE and RED for the radio, and the FCC and CPC route for the US. But this category has just acquired a new one. Regulation (EU) 2025/2509 on the safety of toys was published on 12 December 2025, entered into force on 1 January 2026 and applies from 1 August 2030, repealing Directive 2009/48/EC. It reaches connected and AI toys directly: the safety assessment must consider mental health, digital elements carry privacy and cybersecurity requirements, and every toy will need a Digital Product Passport carrying its Declaration of Conformity. Until 2030 you may still place product under the old Directive, which means anything tooled today will cross that boundary inside its commercial life. Design the data story and the passport in at the start, not at certification.

Founded in August 2021 and based on Tinghai Avenue in the Qianhai Shenzhen-Hong Kong Cooperation Zone, Haivivi shipped BubblePal in June 2024, widely billed as the first AIGC toy to reach the market, and has since added the CocoMate line and taken the range into the United States. The design decision worth studying is the clip-on: BubblePal is a pendant that attaches to a plush toy the child already owns and lends it a voice. That separates the electronics from the soft goods entirely, which sidesteps a great deal of washing, flammability and small-parts grief, and lets one certified module ride on any body. The reference for entering this category without becoming a toy factory.

Alilo 火火兔

Founded 2010, which in this category is the rare asset: fifteen years of children's audio before the language models turned up. Story machines, MP3 bunnies and early-learning speakers aimed at the nought to six bracket, sold into more than forty countries with the Honey Bunny as the signature product, and conversational AI now folded into the line as multi-language, multi-agent companions. Worth knowing because it holds the two things the AI-native startups do not: retail shelf space in the West and a decade of accumulated toy-safety files. In a category about to be regulated properly, distribution and compliance history are the moat, not the model.

Zhuhai JieLi 杰理科技

Zhuhai

Zhuhai Jieli Technology, founded August 2010 and listed on the NEEQ board in August 2024, is the volume floor of Chinese Bluetooth audio silicon. Its SoC families sit inside an enormous share of the world's cheap speakers and earbuds and now inside the talking toys, competing against Bestechnic, Bluetrum, Actions, Beken and Telink. If a plush toy retails under a few hundred yuan, this is very probably the chip in it, and the SDK around that chip is what a Shenzhen module house is actually reselling when it quotes you a solution. Not a company that will hold a small buyer's hand, but the thing the bill of materials is built on, so know the part number.

Actions Technology 炬芯科技

Incorporated 2014, listed on the Shanghai STAR market as 688049, and describing itself as a low-power AIoT chip designer. Mid to high end smart audio SoCs plus a dedicated edge AI processor line, which is the tier above the commodity floor: on-device wake word and some local inference, rather than shipping every utterance a child makes to somebody else's server. Its ATS3703 pairs a quad-core CPU with a 3D GPU and Bluetooth, WiFi and display interfaces, a part positioned for early-education devices and children's companion robots. This is where you go when latency, privacy or offline behaviour has to be engineered in rather than promised in a datasheet.

Junou Toys 君欧玩具

The soft goods half, and the half electronics people consistently underestimate. Dongguan Jun Ou Toys sits on Ma'an Road in Chashan town with more than twenty years in plush, a 10,000 square metre plant and over 500 machinists, running OEM and ODM work including AI-equipped plush under names such as Ledodo and Ronoo. It certifies to EN-71, EN IEC 62115, ASTM, CPC, RoHS, GB6675 and CCC, and supplies Costco, Walmart, Target, Disney and Lidl. That certificate list is the reason to talk to a house like this rather than the sewing: EN IEC 62115 is the electric-toy standard that teams arriving from consumer electronics routinely forget exists until a lab tells them.
