Strip the fur off and a smart plush toy is a very small bill of materials: a microphone, often a two-mic array so it can hear a child across a room, a speaker, a lithium cell, a button, and an audio SoC carrying Bluetooth and WiFi. What it is not is intelligent. In almost every product in this category the device records, streams the audio to a large model in the cloud, Doubao or Qwen or one of the GPTs, and plays back the synthesised reply. The intelligence is an API key, which is the single most important sentence on this page and the one most often skipped. In Huaqiangbei a stallholder will convert an ordinary plush toy into a talking one for about 90 yuan in half an hour.
That makes this the purest reference design in the atlas, and the exact mirror of the humanoid page. There, nothing is buyable and the platform has to be assembled from actuators. Here the platform is one chip, the way the chipset is the reference design in earbuds, and the entire product can be bought as a kit and badged by a company that has never made a toy. Which is precisely what happened: online sales of AI toys in China ran to 520 million yuan between January and October 2025, up 394.9 percent year on year, because the barrier to entry is a logo and a purchase order.
Be careful with the geography, because the toy industry's centre of gravity in Guangdong is not in the delta. Chenghai, in Shantou, is the toy capital, and it is four hours east in Chaoshan, outside the scope of this guide. What the delta holds is the other three quarters of the stack: the silicon in Zhuhai, where JieLi and Actions design the audio SoCs; the electronics, modules, apps and cloud plumbing in Shenzhen, along with the AI-native brands; and the soft goods in Dongguan, above all Chashan town, which sews plush and art toys for the world. The breakout brands are not all local either. FoloToy is Singapore-registered with R&D in Shanghai and Beijing, and Curio is American. The delta supplies them.
The thing that decides whether this product ships is not the chip. In November 2025 the US PIRG's Trouble in Toyland report tested FoloToy's Kumma, a GPT-4o-backed teddy bear, and found it discussing sexual fetishes in escalating detail and, on a Mistral model, explaining where to find knives, pills and matches and how to light them. OpenAI suspended the developer for violating its policy against sexualising minors, FoloToy pulled its entire AI plush range for an end-to-end safety audit, and then restored sales weeks later. Read that as the defining event of the category rather than as gossip: your model vendor can switch your product off, remotely, overnight, on their reading of their own policy. Ask a candidate house which model it calls, on whose API key, what guardrail layer sits between the child and the model, what the toy does when the key is revoked, whether there is any offline fallback at all, and where a child's recorded voice is stored and for how long.
For export the usual toy gates apply, EN 71 and EN IEC 62115 for an electric toy, plus CE and RED for the radio, and the FCC and CPC route for the US. But this category has just acquired a new one. Regulation (EU) 2025/2509 on the safety of toys was published on 12 December 2025, entered into force on 1 January 2026 and applies from 1 August 2030, repealing Directive 2009/48/EC. It reaches connected and AI toys directly: the safety assessment must consider mental health, digital elements carry privacy and cybersecurity requirements, and every toy will need a Digital Product Passport carrying its Declaration of Conformity. Until 2030 you may still place product under the old Directive, which means anything tooled today will cross that boundary inside its commercial life. Design the data story and the passport in at the start, not at certification.
